The Administrative Department of the National Bank of Ukraine in Odessa region is the biggest territorial administrative department of the NBU, which on its behalf exercises control over the observation of the bank laws, normative acts of the National Bank, terms and technologies of execution of commercial operations by the regional banks.

The Department attends to the government bodies’ institutions and to commercial banks.

The basic aim of the Department is the maintenance of a strong and reliable bank system, which functioning is aimed at the development of economy in the region and at the satisfaction of the bank services requirements from the side of economic organizations and physical persons.

The Administrative Department of the National Bank of Ukraine in Odessa region is constantly carrying out the activity, which makes it a purpose, to guarantee the observance of the bank laws and economical norms by banks. It provides searches and introduction of the progressive forms of client service, as well as the development of new bank technologies. As an example, one can take the work carried out from the August 1998, concerning the introduction of payment without cash transfer instruments, which makes it possible for population to pay for goods and services with the help of a CHIP-card. The National system of the mass electronic payments (NS ??? ) has begun its work last year. More than 10 thousand payment cards were produced in Odessa region within the bounds of this system.

The controlling sphere of the Administrative Department of NBU in Odessa region spreads over 70 bank establishments, including 9 independent banks and 61 branch offices.

Odessa National Academy of Law

The campus, situated at the 4th station of Big Fountain, is inhabited by the future lawyers – the representatives of the most popular professions. Their “alma-mater” is Odessa National Academy of Law, Juridical education in Odessa is based on great and old traditions. It is already 155 years since the time of the foundation of the Department of Law at Rishelievsky Lyceum. In 1847 juridical education was recognized as the higher. The Department of Law was given the status of a University faculty. Officially, the Faculty of Law joined the University in 1865.

During 130 years of its existence the Faculty of Law has graduated thousands of highly qualified specialists, with numerous notions of jurisprudence, connected, for example, with marine law, being invented and developed also there. The popular in the scientific circles system of civil law was formed at the faculty, too.

The further creation of academy was dictated by the objective necessity to regulate the jurisprudence in the South of Ukraine as well as to satisfy the increased qualified specialists requirements of General Office of Public Prosecutor, Ministry of Justice, Ministry of Internal Affairs, Custom Office and the state administration of the southern regions of Ukraine. The young educational institution had won recognition and authority, as the establishment, which in the best way meets the requirements of the reforms of legal system concerning the training of specialists in law, who are able to work in the conditions of Market Economy. According to the edict of the President of Ukraine in April 2000, Odessa State Academy of Law was awarded to the national status for the contribution to the development of higher education and jurisprudence and also due to the stale and international acknowledgement of the results of its activity. As a consequence, it was named ODESSA NATIONAL ACADE­ MY OF LAW

The President of ONAL is the national deputy of Ukraine, the doctor of jurisprudence, professor, honored lawyer of Ukraine S. V. Kivalov.

Odessa National Academy of Law is constituted by two institutions: those of European Law; of Advocacy and Municipal administration; 6 faculties – of state government and international legal relations; of civil low and business undertakings; Judicial and Prosecution faculty; of juridical journalism; of postal and post-diploma tuition. Besides, the structure of the academy includes a juridical college, the magistrates of state government, postgraduate and doctor study. There are the educational centers and faculties of ONAL in Nikolaev, Krivoy Rog, Cherkassy, Chernovtsy, Simpheropol and in the Bulgarian city Plovdiv. The training of specialists is con­ducted by 22 sub-faculties, where there work more than 100 doctors of sciences and senior lecturers.

There functions also the department of military training there. 5 scientific schools are functioning at the Academy, famous in Ukraine as well as beyond the borders of our country. Annually, there is conducted scientific work on 25-30 topics, the scientists of the Academy working out thousands of works, including hundreds of monographs, textbooks and educational supplies.

The most important fact is that among the factors determining the authority and the status of academy there is not only the training of skilled specialists (800 university entrants annually), but also the distribution of the students with the compulsory job placement.

The Academy possesses three hostels, two student cafes, a mini-canteen. A splendid scientific base, all the necessary educational and visual supplies, the unique funds of the big library, a reading hall for 350 places. Internet, a complex catalogue for the connection with the other libraries, normative base “League of low”, which makes it possible to print any document, are at the students’ disposal.

There is the exchange of books between 32 libraries of CIS countries and 14 book depositories abroad.

The center of culture and rest is arranged perfectly, too. In a short period of time there became famous the creative teams of the academy; theater “Tour de Forse -the laureate of the festival “lnter-tealer-98″, awarded to the prizes “For European Standard” and “For the out-of-ordinary stage decision”; dancing ensemble “Folkmodem” and “Art-dance” – the winners of several international festivals; KVN ( “The Club of the Merry and the Clever” TV program (team “De-jure” – the winner of lnterliga-2000″ contest, vocal ensemble “Academic” -1 Prize at the inter­ national contest, named after I. Dunaevsky “Letite golubi” (“Doves, fly”) and the special judges prize “Fortuna” (2000), Grand-Prize at the international festival “Morskoy konjok” (“Seahorse”), the laureate of I Award at the contest “Nadezda” (“Hope”).

In the academy everything is done to support the health of the students. There is created a unique in Ukraine modem sport complex on the adjoining territory. It includes a foot­ball field, a track, an athlete sector, a place under a vault for the sport games, a tennis court, a gymnastic town, a shooting gallery and many others. If a future university entrant, and than a student has luck to graduate the academy with the profession of lawyer, then he possesses a diploma, which is highly appreciated not only In Ukraine, but also in all the countries of the world.

The Drink of Joy and Celebrations

Every Odessa citizen knows sunny Champansky Lane from his childhood, because it’s the shortest way from Shevchenko Avenue to the sea coast, and because there is a stadium near the lane, where one played once football or cycled at full speed, or flew motley kites… And, naturally, because of the Champagne wines factory, situated in Frantsuzsky Boulevard, behind the forged fence with bunch grapes design. It was founded more then a hundred years ago, the production being well known beyond the borders of Odessa.

The factory was founded by the Southern Russia society of winemakers “Champaign Factory of Heinrich Rederer in Odessa” in 1896. Rederer is one of the most famous wine making companies, created in 1830. The history of creation of this popular sparkling wine dates back to XVII century and is connected with the name of Perignon, an exceptionally talented wine-maker and… a monk, who headed the wine making cellars of the Otvillier Abbey. He was the inventor of the methods, using that one could obtain white wine from red grapes. A subtle taster, he was the first, who understood the importance of combination of different sorts of wine for the wine production and used the cork-oak bark for the corking of the bottles. The world popular wine “The House of Perignon” is the tribute to the gifted winemaker.

Champagne wine making in Russia began at the end of XVIII century in the Crimea in Sudak. Documents prove that Sudaksky wine making college set aside some part of wine for champagne making. L S. Golitsyn was a great enthusiast of wine making business. Being good acquainted with the traditions of the French wine making regions, the enterprising prince started the experiments, connected with the production of sparkling sorts of wine in his estate “The new world”. The first successful batch, consisting of 60 thousand bottles appeared in 1899. Golitsyn never sold the wine, though, it was intended for the big parties and for the entertainment of students. The prince, personally, carried out tasting, shared his experience and achievements in this brunch.

From the moment of the factory creation and many years after it, champagne in Odessa had been produced in a classical way according to the French technology (that is the bottle method). Beginning from March 1952 the Odessa factory began production of sparkling and champagne wines on the basis of the reservoir method of the native technology.

Year in, year out, the staff of the entertainment was perfecting the technological process. It managed the satiety of the market with the champagne of high quality, intensifying the rate of production. Here are some figures for comparison: while at the beginning of the last century the factory produced about 2 million bottles of champagne a year, now it makes 15 million bottles of the festive wine annually. Besides, one has a choice of the 0.751 bottles and so-called souvenir bottles containing 0.375; 1.4; 3.0 and even 6.0 l.

From 1955 the entertainment refers to the experimental category: its leading specialists, occupied with the scientific investigations, developed modern technologies, which later on were inculcated at many factories of the country.

In the yearly nineteen nineties the reforms in the country caused the changes in the system of economic management and administration. In 1989 there was created the lease entertainment “Odessa Champagne wines factory”. Today this entertainment disposes of modern equipment and is one of the most experienced champagne producers in Ukraine, satisfying all the requirements of the most partial admirer of this splendid drink.
